The present Chairman of the Association, elected by the General Meeting, is Timur A. Kulibayev who represents KAZENERGY in the Interdepartmental Commission on oil and gas sector in the KAZENERGY Association was established on 2 November 2005 as an independent non-commercial union of legal entities, which is challenged to promote creation of favorable conditions for the dynamic and sustainable development of the fuel and energy sector of the Republic of Kazakhstan.[1]

Eurasian Forum KAZENERGY

The present Chairman of the Association, elected by the General Meeting, is Timur A. Kulibayev who represents KAZENERGY in the Interdepartmental Commission on oil and gas sector in the KAZENERGY Association was established on 2 November 2005 as an independent non-commercial union of legal entities, which is challenged to promote creation of favorable conditions for the dynamic and sustainable development of the fuel and energy sector of the Republic of Kazakhstan. The Association is to become a unified ‘information harbor’ for oilmen, gas workers, other subsoil users, power engineers, transporters, as well as for a wide range of users and consumers of products and services of oil-gas and energy sector. [3]

Eurasian Forum KAZENERGY-2015

KAZENERGY Eurasian Forum for 9 years has been building a dialogue between the biggest players of the global energy market, aiming to discuss the topical issues of development of all industry segments and propose the most workable energy resolutions with a view to ensuring energy security. [4] In prior years the Forum platform discussed key points of development of oil and gas, electric power and nuclear industries, global challenges faced by the market players, ways to surmount those challenges amid the global financial crisis, establishment of strategic alliances in terms of geopolitical changes. Moreover, the prior-period Forums analyzed the risks of further development of the industry in the post-crisis period, discussed environmental safety issues related to development of oil and gas fields offshore, identified new horizons for development of oil and gas industry in Kazakhstan and reviewed energy scenarios of sustainable development during economic, political and socials changes. The topics of the Forums had been chosen in line with the realities of the market at the time and were deemed to be the most important and pressing in the past years. The key pillar of the X KAZENERGY Eurasian Forum will be: “New Energy Horizons: Prospects of Cooperation and Investments” The Program of the Eurasian Forum KAZENERGY-2015 addresses ongoing core transformations, which take place in the oil and gas and energy markets. The today trends of development of the global oil and gas and electric power markets are as follows:

  • The political and economic relations that evolve lately between the leading nations demonstrate explicitly that the only right tactics should be the diversification of cooperation. It is the diversification model that provides the states with a possibility to orientate themselves well in the global economic “reset” and identify the most advantageous development path;
  • Changing architecture of the energy world with the centers of supply and consumption of energy resources gradually moving from the West to the East. Eurasia and Kazakhstan have a unique potential in developing new energy flows.
  • Demand for hydrocarbons keeps on growing, reaching new historic highs. Whereas dependence on imports maintains in many key consuming regions;
  • Global economic growth shows an upward path, however some slowdown can be seen in certain countries (For information: the global largest economies experience an upward trend of the GDP, exceptions are Russia and Brazil. The growth of GDP in the PRC has been exceeding 7% for already 24 years. This is an unparalleled achievement. Moreover, some decrease in the growth of GDP in the PRC does not affect oil consumption growth).
  • Strategic long-term cooperation requires market stability. However, oil prices that went out of the natural volatility corridor are a significant destabilizing factor. Even the increase of oil prices recorded in particular periods recently is not a path of stability. There is some imbalance from the fundamental towards the political and speculative factors of the global market. While the forecasts of the leading analysts do not provide a complete and realistic picture of further market development;
  • Due to significant fall of oil prices a number of countries had to revise their budget policy;
  • Many oil and gas companies also adjust their budgets.
  • Instability of the global energy market brings about the issues of financing.

This year Forum will be held for three days: from September 29 (Tuesday) till October 1 (Thursday), 2015. The Program of the Forum includes plenary and program sessions, and sub-forum events, including Research and Practical Conferences, Round Table Discussions, Innovative School, Youth Forum and the meeting of the Women Energy Club.[5] On top of that, the Forum will host an Exhibition “Energy4us: “Innovative Energy” to demonstrate the application of the cutting edge energy technologies.[6]
