For which reason the republican bodies and health care people's commissariat USSR were taken up the matter with the necessity of medical university establishment in Karaganda city which became a regional center with the population of 196 thousand more people in 1940. But the Great Patriotic War changed plans and establishment of the Karaganda medical institute was reconsidered only in 1947 when the Karaganda regional health care department proposed to the Ministry of Health of the Soviet Union the opening of university in the mining capital. The resolution of the Council of Ministers on 16 November 1947 obliged to move to Karaganda the "one of the acting medical institutions".
