Kulibayev was born on 10 September 1966 in Alma-Ata (now [[Almaty]]), [[Kazakh Soviet Socialist Republic|Kazakh SSR]], [[Soviet Union|USSR]]. In 1988, he graduated from [[Moscow State University|Moscow State University named after M.V. Lomonosov]], majoring in &amp;quot;National Economy Planning&amp;quot;, an economist by profession. In October 2008 he became the Deputy Chairman of the Management Board of JSC National Welfare Fund Samruk-Kazyna.
