The single player campaign game revolves around a fictional war between [[North Atlantic Treaty Organization|NATO]] and [[China]] that takes place in [[Kazakhstan]]. The media on both sides air [[propaganda]] that accuses the other of war crimes while the player fights for each nation back and forth. When the player eventually chooses a side to lead to victory, it is revealed that a [[terrorist]] organization called Burning Flag is responsible for misleading both NATO and China into starting the war. Various war crimes each side believes the other committed during the fighting were in fact arranged by Burning Flag, which also sabotaged the only known attempt at negotiations. The winning side must then stop Burning Flag's leader, Commander 31, from launching 3 [[Nuclear weapon|nuclear]] [[ICBM]]s at the [[United States]], [[European Union|Europe]], and [[China]]; failure would mean neither side would have anything left to fight for or live for. During the course of an intense battle, the ICBM launches are halted and Commander 31 killed, with the player being hailed as the hero who made China's- or NATO's- victory possible.&lt;br /&gt;

Like the game itself says, it changes online, and it is shown throughout gameplay. Various features such as sounds, movement, weaponry, and even different buttons are used different ways in multiplayer to better fit the competitors. Players can choose to play on whichever two sides are on a map, which can be NATO (American or European) against China, or NATO (American) against MEC. EU and China never clash against MEC on any map in multiplayer. There is a large selection of maps on which large multiplayer battles will ensue. They range from desert towns to a secret Chinese airfield. Note however that during Capture The Flag matches the maps are downsized. Only the middle fraction of the map is playable.&lt;br /&gt;

In ''Conquest'', the goal is to capture a majority of the flags scattered across the map. There are two counters, which show the tickets remaining on either side. The tickets decrease by 1 for each time a player spawns after death or the initial spawn on the corresponding side, and by progressively more, depending on the number of flags either team has. The more flags one team has, the faster the other's tickets will decrease. If there is only one member alive and all flags have been taken by the other team, the tickets will decrease rapidly until the person is killed or has taken a flag. If both sides have an equal number of flags, neither team's tickets will decrease, unless a member of one team dies, in which case one ticket is subtracted from the victim's team. Vehicles are readily available in this mode, and there are multiple types of maps, such as &amp;quot;Incursion&amp;quot; maps, in which every flag owned by only one of the teams is capture-able.&lt;br /&gt;

In [[Capture the flag]], players battle on a scaled down version of any one of the maps. There are only two positions, one on each side, which house each team's flag. There are multiple spawns in each position. Instead of the flags being mounted on flagpoles, as in Conquest mode, they are instead small flags perched on small bases. When a player walks over a flag, it is automatically picked up. The player carrying it must return it to their own base. The flag may only be captured if the capturing team's flag is still at their base, and not taken by their opponent. If the player carrying the flag is killed, one of his teammates may pick up the flag he dropped when he died and continue taking it to their base or an enemy may run over it, at which point the flag is automatically returned safely to their base.&lt;br /&gt;

Online play also supports the clan option. A single person can create a clan and invite other players into the clan, they are also able to promote, demote, and kick members as well. Customizable options include the clan name, clan motto, and clan news. Both gamemodes are accepted on the clan feature. In starting a clan match is when a challenge gets accepted or, the leader needs someone to &amp;quot;back&amp;quot; him, this means as soon as the challenge is accepted a team mate must check for a clan game and quickly join it in order for the clan match to take place.&lt;br /&gt;

==Plot==&lt;br /&gt;
Gabe and Lian are now targets of the Agency after uncovering its connection to Syphon Filter. Agency operative Dillon Morgan captures Lian at the PharCom warehouses, forcing Gabe and the CBDC soldiers to rendezvous with ex-agent Teresa Lipan in Arizona. En route, the Agency sends a squadron of F-22 Raptors to intercept their transport over the Colorado Rockies, so Gabe and CBDC Lieutenant Jason Chance head down the mountain in search of their plane and a box of PharCom data disks. Michael Archer of the Agency attempts to stop them at all costs. &lt;br /&gt;
&lt;br /&gt;
A group of conspirators, including Mara Aramov and Agency director Lyle Stevens, make a deal to deliver the virus to a rogue Chinese general named Shi-Hao. Meanwhile, Lian recovers in a U.S. air force base where Morgan and two operatives are working with Dr. Elsa Weissinger of PharCom to extract infected plasma from test subjects. Lian learns that the other subject was Phagan, who survived his gunshot wound long enough for the Agency to take the plasma. Weissinger protests that Phagan is useful and should be kept alive for research, but Morgan, not intending that the government find Pharcom's CEO infected with an unknown virus, deactivates his life support, killing him and tying up a loose end.&lt;br /&gt;
&lt;br /&gt;
Lian eventually escapes the medical building and interrogates Agent Thomas Holman to learn that Morgan is planning another operation to the PharCom Expo Center to find an encryption disk. She leaves the base in a helicopter and teams up with Gabe to battle Archer's forces. Gabe shoots Archer during his escape, and recovers the PharCom data. &lt;br /&gt;
&lt;br /&gt;
The protagonists follow Holman's lead to the Expo Center and kill Morgan before he can recover the disk he sought. After decrypting the PharCom data, Teresa realises that some information is missing. The other half must be with Uri Gregorov, director of the Russian SVR, who appeared at the warehouses before Gabe left. Since Lian and Uri know each other, they agree to meet in Moscow. &lt;br /&gt;
&lt;br /&gt;
Aramov instigates a gunfight while they meet and Lian pursues Gregorov. Lian later learns he is an impostor working for Mara and trying to find the other half of the data. The man confesses that the ''real'' Gregorov is in a Russian gulag, Aljir Prison, which once held Lian. Gregorov uncovered a plot to sell the virus to Shi-Hao, so Aramov intervened. Lian goes to stop Gregorov's execution, but collapses from the virus. Gabe takes her back to the States, while Gregorov promises to handle Shi-Hao. &lt;br /&gt;
&lt;br /&gt;
Gabe and Teresa arrive back at the Virginia safehouse overseen by Lawrence Mujari, a freelance pathologist. They decide to trade the PharCom data to the Agency for Lian's vaccine. Director Stevens double-crosses Gabe in the Agency's New York City labs, but Logan escapes and forces Dr. Weissinger to give him the vaccine. Gabe also finds out that Chance survived the mission in Colorado, and sets him free. &lt;br /&gt;
&lt;br /&gt;
Pursued by NYPD SWAT cops (who believe Gabe is a wanted terrorist) and Agency personnel, Gabe and Teresa hurry back to their helicopter. Along the way, Logan is forced to provide cover for a SWAT officer whose partner is wounded. He does so, but Stevens, who took the cop hostage, orders him to drop his weapon. Despite Logan surrendering, Stevens kills the officer anyway. Before he can get shot, Gabe is thrown into the sewers by an explosion that Teresa sets off. Gabe and Teresa eventually corner Stevens, shooting him in cold blood. Assuming that Chance was killed since he failed to respond to radio calls, Gabe brings Teresa to the rooftop.  &lt;br /&gt;
&lt;br /&gt;
They reach the helicopter to find Chance waiting in impenetrable Agency-issued super-armor. He was really working for them, and he seemingly kills Teresa. Gabe suspected it since the Agency always knew where he was in Colorado. Both men fight, and Gabe kills the man he trusted with an assault shotgun that drives Chance into the helicopter blades, beheading him.&lt;br /&gt;
&lt;br /&gt;
A news report reveals that the Agency's existence is now public, and U.S. Secretary of State Vincent Hadden promises that the government will investigate. Gabe cures Lian and makes a grave for Teresa. He, Lian, and Lawrence hold a small memorial and promise to keep fighting, while soldiers watch them from a distance. In a post-credits scene, Hadden and Aramov emerge from a helicopter, with Aramov saying that the Administration will soon fall allowing Hadden to become President. Although he could end it here, Hadden has other plans for Gabe.&lt;br /&gt;
