The '''2003 IIHF World U20 Championship''', commonly referred as the '''2003 World Junior Hockey Championships''' (''2003 WJHC''), was the 27th edition of the [[World Junior Ice Hockey Championships]]. The tournament was held in [[Halifax Regional Municipality|Halifax]] and [[Sydney, Nova Scotia|Sydney]], [[Nova Scotia]], [[Canada]] from December 26, 2002 to January 5, 2003. [[Russia]] won the gold medal for the second consecutive year with a 3–2 victory over Canada in the championship game, while [[Finland]] won the bronze medal with a 3–2 victory over the [[United States]].

Playoff round (again) reverted to six teams qualifying, with group leaders getting a bye into the semifinals.

The '''2012 [[Bandy World Championship]]''' was an edition of the top annual event in international [[bandy]], held between January 29 and February 5, 2012, in [[Almaty]], [[Kazakhstan]]. 14 countries participated in the 2012 championships: [[Finland]], [[Kazakhstan]], [[Norway]], [[Russia]], [[Sweden]], the [[United States]] (group A), [[Belarus]], [[Canada]], [[Hungary]], [[Latvia]], and the [[Netherlands]] (group B), and [[Estonia]], [[Japan]], and [[Kyrgyzstan]] (group C).<ref>{{cite web|url=http://bandy2012.kz/en/|title=World Bandy Championship 2012 in Almaty|publisher=World Bandy Championship Organizers|accessdate=5 February 2012}}</ref> Group C was introduced, and 14 teams made the record number for Bandy World Championships. The qualifiers match between the team in the last place in Group A and the first team in Group B was not played. The United States, who finished sixth in Group A, in 2013 will play in group B, and Belarus, the winner of Group B, will play in 2013 in Group A. Estonia, the winner of Group C, will play in Group B in 2013. The team relegated to Group C was not the last of Group B, but [[Mongolia national bandy team|Mongolia]], because they withdrew late from the tournament.

Sweden, which were the 2010 champion but in 2011 only finished third, became the champion again. Russia, the defending champion, lost to Sweden in the finals. Kazakhstan took the bronze medal, for the third time in their history.

The semifinal match between Kazakhstan and Sweden, which Sweden won on penalties, ended in a controversy, since the Swedish player [[Daniel Mossberg]] was not listed in the paperwork submitted by Sweden before the match. Kazakhstan filed a protest. The '''Convention on Road Traffic''', commonly known as the '''Vienna Convention on Road Traffic''', is an international [[treaty]] designed to facilitate international road traffic and to increase road safety by establishing [[Traffic#Rules of the road|standard traffic rules]] among the contracting parties. The convention was agreed upon at the [[United Nations Economic and Social Council]]'s Conference on Road Traffic (7 October – 8 November 1968) and concluded in Vienna on 8 November 1968. It came into force on 21 May 1977. The convention has been ratified by 74 countries, but those who have not ratified the convention may still be parties to the 1949 [[Geneva Convention on Road Traffic|Convention on Road Traffic]]. This conference also produced the [[Convention on Road Signs and Signals]].

==Cross-border vehicles==
One of the main benefits of the convention for motorists is the obligation on signatory countries to recognize the legality of vehicles from other signatory countries. The following requirements must be met when driving outside the country of registration:
* Cars must display their registration number at the front and rear, even if legislation in the jurisdiction of registration does not require a front [[vehicle registration plate]] on cars. Motorcycles need display their registration number only at the rear. Registration numbers must be composed either of numerals or of numerals and letters. They must be displayed in capital [[Latin alphabet|Latin characters]] and [[Arabic numerals]]. In addition to this, the registration number may optionally be displayed in a different alphabet.
* A [[List of international license plate codes|distinguishing sign of the country of registration]] must be displayed on the rear of the vehicle. This sign may either be placed separately from the registration plate or may be incorporated into the [[vehicle registration plate]]. When the distinguishing sign is incorporated into the registration plate, it must also appear on the front registration plate of the vehicle.{{citation needed|date=September 2016}} The physical requirements for the separate sign are defined in Annex 3 of the Vienna Convention on Road Traffic, which states that the letters shall be in black on a white background having the shape of an ellipse with the major axis horizontal. The distinguishing sign should not be affixed in such a way that it could be confused with the registration number or impair its legibility. When the distinguishing sign is incorporated into the registration plate, it must also appear on the front registration plate of the vehicle, and may be supplemented with the flag or emblem of the national state, or the emblem of the regional economic integration organization to which the country belongs. The distinguishing sign should be displayed on the far left or far right on the registration plate. When a symbol/flag/emblem is also displayed, the distinguishing sign shall obligatory be placed on the far left on the plate. The distinguishing sign shall be positioned so to be easy identifiable and so that it cannot be confused with the registration number or impair its legibility. *In practice, the requirement to display a distinguishing sign, as defined in the Vienna Convention on Road Traffic, is mutually waived between some countries, for example within the [[European Economic Area]], where vehicles with [[Vehicle registration plates of the European Union|the common EU format]] issued in [[Member state of the European Union|EU member states]] do not need to display the white oval international vehicle registration code,<ref>{{cite web|title=Council Regulation (EC) No 2411/98|url=http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=OJ:L:1998:299:0001:0003:EN:PDF|publisher=Council of the European Union|date=3 November 1998}}</ref> and between Canada, the United States, and Mexico (where the province, state or district of registration is usually embossed or surface-printed on the [[vehicle registration plate]]).
* The vehicle must meet all technical requirements to be legal for road use in the country of registration. Any conflicting technical requirements (e.g., right-hand-drive or left-hand-drive) in the signatory country where the vehicle is being driven do not apply.
* The driver must carry the vehicle's registration certificate, and if the vehicle is not registered in the name of an occupant of the vehicle (e.g., a [[hire car]]), proof of the driver's right to be in possession of the vehicle.

The United States and China are the most notable examples of non-signatory countries. Short-term tourists are not permitted to bring cars into China. All foreign-registered vehicles in China must display a Chinese [[vehicle registration plate]].

The convention also addresses minimum mechanical and safety equipment needed to be on board and defines an '''Identification mark''' (Annex 4) to identify the origin of the vehicle.

==Contracting Parties==

The Vienna Convention on Road Traffic was concluded at Vienna on 8 November 1968. Since its entry into force on 21 May 1977, in signatory countries ("Contracting Parties") it replaces previous road traffic conventions, notably the 1949 [[Geneva Convention on Road Traffic]], in accordance with Article 48 of the Convention.

The '''North Aral Sea''' ({{lang-kk|Солтүстік Арал теңізі}}, {{lang-ru|Северное Аральское море}}) is the portion of the former [[Aral Sea]] that is fed by the [[Syr Darya]] River. It split from the [[South Aral Sea]] in 1986 as water levels dropped due to river diversion for agriculture. The poorly built [[Dike Kokaral]] intended to contain the North Aral Sea and save its fisheries failed twice, but in 2005 the government of [[Kazakhstan]] was able to fund a more robust design. Since then, water levels have risen faster than expected and fish stocks have increased. Plans to build a second dike to increase water levels further were due to begin in 2010.

The [[Aral Sea]] began shrinking in the 1960s, when the [[Soviet Union]] decided that the two rivers feeding it, the [[Amu Darya]] and the [[Syr Darya]], would be diverted to [[irrigation|irrigate]] [[cotton]] and food crops in [[Kazakhstan]] and [[Uzbekistan]]. In 1986, due to an accelerated loss of water, the Aral Sea split into northern and southern parts; the southern part is the current [[South Aral Sea]].

==Salinity==

There is now an ongoing effort in Kazakhstan to save and replenish the North Aral Sea. As part of this effort, a dam project was completed in 2005; in 2008, the water level in this lake had risen by {{Convert|12|m|ft|0|abbr=on}} from its level in 2003.<ref name=ens/> Salinity has dropped, and fish are again found in sufficient numbers for some fishing to be viable, especially [[mackerel]] introduced at the Syr Darya river delta, though attempts to introduce [[tuna]] in 2009 failed.

Once the water level falls below the connecting channel (elevation 29 m), the salinities can be expected to diverge further.
