Born November 21, 1961 in South Kazakhstan region. Graduated from the T.Ryskulov Kazakh Institute of Economics, specialty "State and local administration." He graduated from the Diplomatic Academy of the [[Eurasian National University]]. Trained in the specialty «Master of Petroleum Businesses». Worked in various senior positions in the JSC "National company Oil and Gas Transportation"and JSC " National company KMG".
